As Gerald and Sheila Broflovski leave a movie theater, they talk with some friends and ask if they are parked nearby. The friends reply that they have instead hired a Handicar, a new service owned and operated by Timmy Burch. The Handicar is actually Timmy's motorized wheelchair pulling a wagon behind it, which has been decorated with a table and some chairs. Meanwhile, another South Park resident is riding in a taxi cab driven by an angry Russian driver. The Russian driver complains that taxi service has been declining lately, as he sees Timmy drive by in his Handicar. In another area, a Hummer salesman can get no customers to come to his special "Rocktober" sales event, as nearby pedestrians are instead picked up by Timmy's Handicar.
A group of disabled children are trying to raise funds to go to summer camp, and Timmy is the leading fundraiser due to his Handicar business. But Nathan, along with his sidekick Mimsy (together best known from the episode Crippled Summer), does not want to go to summer camp, and decides to figure out a way to end Handicar. When a concerned group of taxi drivers and the Hummer salesman meet to discuss their declining revenues, Nathan shows up and suggests that they take out Timmy. In the middle of the night, the taxi drivers break into Timmy's bedroom and break Timmy's legs, which fails as Timmy is already handicapped. Nathan calls Timmy and offers to help him expand his business by becoming a Handicar driver himself. Nathan plans to sexually harass the first female passenger he gets in order to shut down Timmy's business. He picks up a female passenger and makes a sexual move toward her, but the passenger turns out to be a transgender male dressed as a woman who gladly accepts Nathan's proposition, and he molests and rapes Nathan in a public restroom. Gerald and Sheila hire a Handicar, but they get a driver who is a regular person. The driver discloses that Timmy has expanded his business to anyone who can get a wheelchair and a "handi-cap" (referring to the hat worn as part of the Handicar driver uniform). Multiple people are now drivers in the Handicar service, as Nathan's plan to expand Timmy's business has backfired on him. Nathan delivers a line that is reminiscient of Matthew McConaughey's celebrity endorsement of Lincoln.
A Tesla Motors event hosted by Elon Musk flops, as the audience only wants to know about Handicar. Musk is met by Nathan and Mimsy, as Nathan suggests that Timmy's business should be proven to be inferior to Tesla, and will thus collapse. Nathan and Musk, who are driving a Tesla electric vehicle, pull up alongside Timmy and challenge Timmy to a race as a fundraising event for the summer camp group. The race escalates as other vehicle groups decide to join in, and a news report announces that this is the return of the Wacky Races, which have been banned due to their senseless brutality. The announcement triggers a run in the supermarket of cereal and milk. Timmy is undecided whether to enter the race, but the other Handicar drivers (who have now been joined by Matthew McConaughey) convince him that it will be best for his fundraising.
The Wacky Races begin to decide the future of transportation. The competitors are: a Lyft car, a Zipcar now driven by Matthew McConaughey, the angry Russian and his taxi, the Hummer salesman in a Hummer, Elon Musk with Nathan in Mimsy in a Tesla D, Canadian actress Neve Campbell driving a pink car powered by queefs (and drawn to resemble the cartoon character Penelope Pitstop), Timmy and his Handicar, a Japanese self-driving car, and finally the Wacky Racers characters of Dick Dastardly and Muttley. Residents of South Park, dressed in pajamas and eating bowls of cereal, watch the live coverage on CNN, as Randy realizes that Dick Dastardly's involvement will most likely result in violence.
The racers must all race to a point where a passenger is waiting to be picked up and then successfully cross the finish line with the passenger to win. During the race, spoofs from the original Wacky Races series are frequently referenced. The Lyft car picks up the passenger first, but the Hummer salesman runs the Lyft off the road and steals the passenger, having her drive the Hummer instead. Elon Musk fires a cannon and destroys the Hummer, but the Russian picks up the passenger in his taxi. As the race nears its end, Dick Dastardly and Muttley cut down a tree, causing multiple cars to crash, but Timmy picks up the passenger and avoids the roadblock. As Nathan, Mimsy, and Elon Musk close in, Nathan attempts to detonate a bomb he has placed on Timmy's car, but a fleet of Handicar drivers run the Tesla off the road. Nathan and Mimsy steal Dick Dastardly's car and pass Timmy, but as Nathan activates the bomb, instead the Zipcar and Matthew McConaughey are blown up, as Mimsy discloses he planted the bomb on the wrong "fake, soft-spoken douchebag that everyone loves". Timmy wins the race.
Timmy sells the rights to Handicar to Elon Musk for $2.3 billion, making the summer camp fundraiser a huge success. Back at home, Nathan asks his mom to listen to him, as he finally tells her directly that he does not want to go to summer camp. However, his mother fakes being unable to understand Nathan, as his parents have already planned a trip to Italy without him.

Getting tired of the stalls in the boys' room being occupied, Eric Cartman puts a bow on his woolly hat and claims to be transgender - which he pronounces "transginger" - in order to use the girls' toilets at school. Principal Victoria is unimpressed, but Mr. Garrison advises her to give in to avoid the scandal Cartman may cause. The girls however are disgusted at Cartman's presence in their toilet, so the school compromises by installing a very fancy transgender toilet in the janitor's room.
Meanwhile, following the previous episode "Gluten Free Ebola" in which Randy Marsh appeared to impersonate Lorde for the children's party, it is now revealed that Randy actually is Lorde, who does not otherwise exist. Randy is struggling to keep this secret from both his wife Sharon, who finds women's underwear in his jeans, and from a suspicious Spin magazine reporter called Brandon Carlile.
Wendy Testaburger uses Cartman's private bathroom by claiming to be transgender herself, using the name "Wendyl". Cartman is furious and takes it out on Wendy's boyfriend Stan by saying dating her/him makes him gay. Stan, now confused, attempts to discuss gender identity with his father, but Randy instead reveals to Stan that he is Lorde. He explains that he started using the women's bathroom at work out of convenience, pretending to be a woman, but eventually found the bathroom to be conducive to creating music. He even shows Stan how he uses home studio software to make himself sound like a girl on a song called "Feeling Good on a Wednesday". This leaves Stan even more confused. At the Geological Survey, Randy/Lorde's boss proposes a separate bathroom to appease the other women at the office, however Randy/Lorde says the bathroom is critical for his/her musical creations.
E! News reports that Lorde is abandoning music and Spin will reveal the singer's secret. Cartman teases Stan about his gender confusion issues, coining the insult "cissy", based on "cisgender". Sharon comforts Randy and indirectly encourages him to express himself as Lorde. Randy completes another song. Enjoying the music, the female geologists decide to accept Randy's transgenderism and Brandon Carlile deletes his exposé on Lorde. The school decides to get rid of the transgender bathroom and allow anyone to use the bathroom with which they are most comfortable, thus foiling Cartman's plans. For those who are bothered by transgender people a new designation is made to keep them away from the normal people who do not care: cissy bathrooms. Stan begins to sing a song similar to Lorde's as he appreciates the new bathroom.

Following the events of "Go Fund Yourself", Stan, Cartman, Kyle, and Kenny return to school, only to find themselves ostracized and ridiculed after they told everyone to "go fuck themselves", with Wendy being mad at Stan because of his alleged break up with her over the start up company with Butters not allowed to return after burning down the school's gymnasium before dissolving the group. While at a meeting to discuss what to do with Butters, Mr. Mackey comes in and gloats about his newfound gluten-free diet (much to the chagrin of the others, especially Mr. Garrison). In order to gain back their popularity, Eric decides to throw a party for a cause (choosing Scott Malkinson's diabetes) and announce it over the local radio station, with Principal Victoria asking if it has gluten free foods, which the boys have no response for.
Later at the community center, a scientist from the United States Department of Agriculture tries to explain that the rumors about gluten being bad are false, by extracting gluten from a piece of dough made of wheat. Mr. Mackey pressures him to drink the gluten sample in order to back the scientist's claims, he complies and at first seems to have no effect. Soon afterwards, the scientist abruptly starts melting and sparking with his penis flying off (all of which were the rumors about gluten), sending the entire town into anarchy, with the Marsh family clearing their pantries and the fridge of products that contain gluten in them. Cartman calls Kyle, in a state of distraught and panic, because of the town burning all of the foods with gluten in them, rendering the party useless as cake and pizza contain gluten in them. The town later watches the burning of the wheat crops at the local farm, much to the dismay of the farmer.
The USDA, under the leadership of Tom Vilsack, reviews the food guide pyramid and modifications to create the current food guide and realize the importance of telling the public what they should eat. Cartman has become delirious with no hope of a party, Kyle and Stan come to see him, with Kyle (unsuccessfully) trying to cheer him up by saying that "they still have Lorde" (as Stan's father seemingly knows Lorde's uncle), but Stan quickly leaves after realizing that he has not asked his father yet.
At the Marsh residence, two USDA agents enter and find a can of Pabst Blue Ribbon in the garbage, which Randy sees no problem with. Unbeknownst to him, beer contains wheat, which ends up getting him quarantined at a Papa John's Restaurant with an unnamed resident and Mr. Garrison with their only source of food being pizza toppings. Stan attempts to ask his father about his co-worker, but is carried off by a soldier without an answer. Cartman then has a dream of Aunt Jemima, who informs him that the food pyramid is upside down. As the toppings at the Papa John's run out, the unnamed resident eats the pizza dough. The resident originally has no reaction, but his penis flies off shortly afterwards and he subsequently dies.
At the radio station, Stan, Kyle, and Kenny announced that they have cancelled the party to focus their efforts on addressing the public about the dangers of gluten. Then, Wendy calls the station where she calls out Stan, who breaks and reveals that they never got Lorde and did not know what food to serve because of the gluten crisis. Cartman then calls Kyle again, exclaiming that he knows how to solve the crisis.
Cartman subsequently calls the USDA and tells him that the food pyramid is upside down, so the scientists turn the food pyramid upside down, thus putting fats and oils at the top, and grains at the bottom. Much to their surprise, the new dietary system works. The boys then throw their party with Scott as their waiter and regaining their popularity. Cartman sees Aunt Jemima off in the distance and waves to her. The kids are disappointed by Lorde (who is really Randy) saying that she "isn't as hot in person", while Stan and Wendy reconcile, with Wendy asking Stan if he wants to dance.

Stan, Kyle, Cartman, Kenny, and Butters decide to leave school and get rich quick by creating a start-up company through crowdfunding website Kickstarter. Because of the vogue for crowdfunding, they have a hard time getting an original name that is not already taken. When Cartman finds out that the Washington Redskins football team have lost the trademark to their team name, he suggests using it for their company. This angers Redskins owner Daniel Snyder, who confronts Cartman for using their name. Failing to convince Cartman to change his company name, Snyder and his football team try to disassociate themselves with the company as it gains popularity for its do-nothing policy. With ISIS also supporting them, Kyle and Stan leave to form their own start-up company, which Stan eventually also quits.
During that time, Snyder becomes increasingly frustrated by the company, and manages to convince the other NFL owners to use their connection to have Cartman change his company's logo. However, Cartman only responds to the demand by adding hand-drawn breasts and a penis to the Redskins logo. This leads to Snyder and his team breaking into Kickstarter headquarters at night and burning it to the ground. However, Cartman, Kyle, and Stan reconcile after losing the money they earned from their Kickstarter projects, and refurbish their company into a replacement for Kickstarter to make money off their clients. Everything goes well for the boys until the Redskins' game against the Dallas Cowboys when Snyder himself is forced to play in place of his disillusioned team and is severely injured in the process. Taking pity on the team owner, the townspeople form a mob against the boys' company, threatening to boycott them unless the boys change the name. Rather than change their company name, the boys instead decide to close it down and go back to school.
